Summer has officially arrived on the 1st December and we are about to enter the ‘silly season’ , which according to Wikipedia refers to the Christmas/New Year festive period, where everything seems to be moving just a little bit slower than during the rest of the year.
For us, this usually means the beginning of a very busy time, with many Europeans escaping the cold northern hemisphere to refuel on sun and warm temperatures and exploring the possibilities New Zealand has to offer.
There has been a lot of movement in the labour market and Immigration has also announced a number of employment related changes:
Changes to the Long Term Skills Shortage List
The biannual review of the LTSSL, which is administered by the Department of Labour, includes the removal of six occupations, addition of five occupations and minor changes to occupation requirements.
The occupations being removed from the LTSSL with effect from Thursday, 26 November 2009 are:
- Boat Builder and Repairer
- Fitter and Turner
- Air Conditioning and Refrigeration Mechanic
- Fruit or Nut Grower (Orchard Manager)
- Market Gardener (Crop Production/Agronomist Manager)
- Mixed Crop Farmer (Grower Manager).
The last three occupations above have been added to the Immediate Skill Shortage List (ISSL).
The following occupations will be added to the LTSSL:
- Physicist (Medical)
- Life Scientist (Regulatory Toxicologist)
- Medical Oncologist
- Supply and Distribution Manager (Procurement Professionals)
- Diesel Motor Mechanic.
Other minor amendments to the LTSSL have been made to clarify certain qualification and work experience requirements for occupations on the LTSSL. A summary of these amendments is outlined below.
- Multimedia Designer (Film Animator) now requires a minimum of three years work experience.
- Chef – the following qualification requirements have been added: ‘National Certificate in Hospitality (Cookery) Level 4 plus National Certificate in hospitality (Basic Cookery) (Level 3)’.
- Obstetricians and Gynaecologists now require registration within a provisional general or general scope of practice with the Medical Council of New Zealand.
- Other minor changes have been made to the requirements of various occupations, eg some occupations have been changed to add that applicants must hold New Zealand registration.

Silver Fern Visa
The Government's new Silver Fern visa will attract young highly skilled people to work long term in New Zealand.
Minister of Immigration, Jonathan Coleman has announced:
"The new Silver Fern policy enables young people with proven potential to come to New Zealand for up to nine months to seek skilled employment. Once they find skilled employment, they will be able to stay for a further two years, while they apply for residence. This will create a pathway to residence for young skilled people, who want to come to New Zealand to further develop their careers, and potentially to settle permanently.”
Two permits will be available under this policy: a nine month ‘job search' permit, and a two year work permit once skilled employment is secured.
There will be an initial limit of 300 places and the policy specifically targets people aged between 20 and 35 years old.
It's all about attracting the right skills and matching those skills with the employment needs of New Zealand’s economy.
The Silver Fern Visa will be implemented in April 2010. We will keep you posted with further details.

If you considering a move to New Zealand, this is the news you’ll want to read:
New Zealand employers are looking to hire more staff, according to Hays latest report, with more positions becoming available in 2010. Managing Director of Hays New Zealand, Jason Walker, says that confidence is returning and employers are preparing for an expected upturn in business.
The report focused on the following industries:
Architecture
Hays also expects an overall increase in vacancy activity in the architecture market with demand for urban designers, particularly at a senior level.
Construction
Hays expects more permanent roles to arise with the new year. With regional council contracts, there will be an increased need for construction managers to work in remote and small South Island locations. Additionally, we will see a higher need for contract and temporary quantity surveyors and estimators.
Contact centres
Demand for customer service staff is also increasing, with the removal of headcount freezes. Telesales and account managers are a particular focus of demand, as companies try to bring in more business and retain more clients.
Engineering
There is high demand for senior engineers with business development skills and existing clients, as well as transport planners and traffic engineers. The recruitment specialists add that the majority of recruitment activity in this sector will be focused on transport-related subjects for consultants and councils.
Facilities management and Hays property
Hays points out a noticeable increase in the number of property and facilities management vacancies, from key appointments to new recruitments at the entry level. There has also been a slight increase in demand for executive candidates.
Human resources
With many restructures, improvements and changes taking place in organisations, a need for high-level senior advisors and principals has been created. Most new employees are replacing departing ones and it is rare for new roles to be created.
Information Technology
Business analysts are increasingly in demand, for both contract and permanent roles. There is also a need for application support and website management roles, as well as an ongoing need for mid to senior-level developers. More contract roles are becoming available in this sector and employers are seeking to retain good candidates for permanent roles at a later stage.
Trade-qualified painters, decorators and carpenters are in demand. With a larger candidate pool than during the height of the skills shortage, Hays believes that businesses will now only hire qualified tradespeople, rather than settling for non-qualified candidates. Temporary recruitment is expected to increase, as sub-contractors that downsized in the past are now looking at steadily building up their teams again.
Office support
Office support staff with all-round skills are in demand in New Zealand, as employers value multi-taskers such as mid-level administrators with skills across a variety of systems. Office managers, team/group secretaries and fast data-entry professionals are also sought. Hays expects an initial increase in temporary roles in the coming quarter, with many of those roles becoming permanent over time.

This means good news for jobseekers. While the past 12 months have been very slow, things are bound to pick up in the coming year if we are following the more optimistic outlook of the media and several employment studies.
Christmas is around the corner...
...and we decided to celebrate our annual Christmas Party on the beautiful beaches of the Abel Tasman National Park. It has been a fantastic day out for our team and their families and we are very proud of the little ones who walked the 2.5 hour walk with us between Bark Bay and Torrent Bay. We all enjoyed a delicious picnic on the beach and some of us tested the sea for a quick swim.
